What does determine the tab order in the tabbed pane?

Currently, the order of resources appearing in the tabs is generally determined by how fast they load. For example, a huge translation memory might appear in the tab after the small glossary which loads quickly. The rule is approximate since Java (loading the resources concurrently) might interfere for internal efficiency reasons.
