In CafeTran Espresso 2019's Preferences: Google Translate, Microsoft Translator, Yandex and Deepl are deactivated, MyMemory is activated.
Why?
There has been a change in Preference settings for MT services (to improve their (de)selection via the the Dashboard) so you might just need to reactive them in Preferences.

After installing today's update (2018-10-30), the Other resources and services pane from the Dashboard has lost the settings for Google Translate, Microsoft Translator, Yandex and Deepl. Instead, MyMemory is ticked:
